Billing is per user who actually did something during the month. Someone who was not in the system in December is not on the December invoice. On top of that comes a base fee per company where one is intended.
Each tier contains everything from the tier below. All amounts are net, per month.

The interface to SAP Business One is part of no tier. The reason is not pricing policy: an agent then runs at your site, it can fail, and that is support effort of its own.
Billed per company and not per employee, because the agent runs once at your site.
Counting happens per company, user and month, at the first access. An employee who did not work in February is not on the February invoice. Someone who worked in March and leaves in April still is on the March invoice.
If you use several products of the NCS cloud, it stays one subscription and one invoice. A caretaker who records time in the morning and looks up a property at noon is one person and is charged once.
If a payment stays open, we send a reminder. The duty roster remains reachable on Monday morning, because a payment problem belongs in accounting and not in the working day.
Even then your data, your backup and your support address remain. Where a base fee is intended, that is exactly what it covers.
A test environment costs nothing and needs no payment details.
